I would say you would have to play someone to determine their real skill level. If you could look at what the pros k/d ratio would be at MLG events it would be far less then what you would see in their bungie stats page. It also depends on if you are playing by yourself in matchmaking...that has a huge effect unless you are BIGGS and can pwn everyone and there mother by himself. But, I think a 1.5 is good, 1.75 is impressive and anything over 2.00 - I would be a little timid to play 1v1 :/ ! I also think that just b/c someones k/d ratio is low, I don't count them out to be a good player.
