Basically she has a computer program that sends millions of information packets to your modem, putting you offline. It overloads your internet until they stop hitting you with those "fake" information packets. You can't block it, that's what sucks. If you run in to someone like that, your best bet is just to shut up and not talk shit. If you do talk shit, well, you're probably offline. Trust me, I have a guy who randomly puts me off all the time because he has a grudge against me. It's also very illegal, they could get in a shit ton of trouble for attacking your internet. But your chances of actually getting them in trouble are very slim, XBL doesn't seem to do anything about it.
