The file size is fine, as is the capture quality. However, there are the lines that appear as you have noted, and the sound is delayed. How are you capturing?

Look to me like he is capturing using a standard Dazzle VIA VirtualDub, while rendering without deinterlaceing.

That was what I was thinking, as I had the same sort of sound delay and lines in the capturing last year. No idea how to overcome it, as the sound problem is due (I think) to lag within the computer's connection to the capture device.

The lack of A/V Syncing with audio to video is definately a computer problem. Your computer simple can't handle that high of a capture quality. HOWEVER, since it's just sound lagging (and not video lag) it's easily fixable in Vegas by just syncing it correctly.
The deinterlacing problem is quite easy. Search Halo3Forum for a VirtualDub deinterlace tutorial (made by Crest) or simply IM me when the time is appropriate and I can run you through it.
